Program Description:
Business hours: 8:00 am to 5:00 pm, M-F (An OES Coordinator, and on call OES personnel are available twenty-four hours a day, seven days a week.)
Dedicated in 1996, the County’s state-of-the-art Emergency Operations Center (EOC) is coordinated and maintained by the Sheriff’s Office of Emergency Services. The facility, named the Grubensky-Riley Building, honors the Oakland Police Officer and the Fire Battalion Chief who lost their lives in the 1991 East Bay Hills Firestorm.
The Sheriff’s Office of Emergency Services maintains a 24-hour response capability that includes the mobilization of the following volunteer units: Air Squadron, Communications Team, Mounted Posse, Search and Rescue Unit, and two Underwater Recovery Units.
As the Law Enforcement Mutual Aid Coordinator for Region II, the Office of Emergency Services coordinates law enforcement mutual aid response throughout Region II. Region II extends from Monterey County to the Oregon border, and consists of the following counties: Del Norte, Humboldt, Mendocino, Lake, Sonoma, Napa, Solano, Marin, San Francisco, Contra Costa, San Mateo, Alameda, Santa Clara, Santa Cruz, San Benito, and Monterey.
The Office of Emergency Services is also the home of the Sheriff’s Explosive Ordnance Disposal Squad (Bomb Squad.) Members of the Explosive Ordnance Disposal Squad are sworn members of the Alameda County Sheriff’s Office.
SEARCH AND RESCUE

The Alameda County Sheriff’s Office Search and Rescue Unit is an organization, comprised of 70 dedicated male and female volunteers, whose task is to provide a professional level of search management, leadership, and cooperation to efficiently and effectively locate, stabilize and transport lost or injured persons within the County of Alameda. Additionally, this unit is available to assist other Counties within California through the Law Enforcement Mutual Aid System.
The unit has a long-standing reputation as a leader in the field, with a history that stems from the era of Civil Defense when the threat of nuclear attack during the 1950's to the mid-1960's was very real. The team has evolved into a unit of well-equipped and well-trained unpaid professionals who are dedicated to providing their expertise at no cost to the taxpayers of Alameda County and the State of California.

SHERIFF'S OFFICE DIVE TEAM

The Alameda County Sheriff’s Office Dive Team is a volunteer organization made up of nearly 60 members devoted to providing a professional level of dive rescue and recovery to all Police agencies within Alameda County, for the purpose of underwater search and recovery of drowning victims or evidence of crimes. In addition, the units provide water rescue standbys for several large water-related functions. These services are available to other Counties within California through the Law Enforcement Mutual Aid System.
The unit has been in existence since the mid-1950’s and boast a reputation of being one of the oldest and most experienced public service volunteer dive rescue units in California.

AIR SQUADRON

The Alameda County Sheriff's Air Squadron is made up of pilots and non-pilots who volunteer their time along with their own aircraft to fly missions for the Sheriff's Office. These missions range from search and rescue to transportation of Sheriff's personnel, to law enforcement-related activities. Air Squadron members are part of the Alameda County Office of Emergency Services. Members are designated Disaster Service Workers. During natural disasters such as earthquakes, fires or flooding, the Air Squadron can be mobilized to provide assistance where needed. This group volunteers their time for the benefit of the Sheriff's Office and the population of Alameda County. The Alameda County Sheriff's Air Squadron is a member of the Western States Association of Sheriff's Air Squadrons and keeps its flying and search and rescue skills honed in competitions during the year with other sheriff air squadrons throughout the state.
The Air Squadron is trained and prepared to perform search and rescue missions throughout the county or in adjoining counties where mutual aid is requested. The Air Squadron maintains two emergency prepared hangers, one located at the Livermore Airport and the other at the Hayward Airport. Both hangers are equipped with emergency generators and a complete line up of radio communication equipment both air frequencies and Sheriff's Office frequencies. Both emergency hangers have computers, internet access, e-mail, flip phones and faxes was well as food and water to sustain a ground crew of four for a week.
RESERVE DEPUTY SHERIFFS’ PROGRAM

The Reserve Deputy Sheriffs’ program makes available trained volunteers who support the operations of the Sheriff’s Office. While on-duty, these unpaid professionals have the same legal authority as any other peace officer. Reserve deputies work in patrol at both our Eden Township Substation and in the City of Dublin with members of the Dublin Police Services Unit.
Reserve deputies also staff the Sheriff’s Fish and Game Unit and enforce the various Fish and Game related laws throughout Alameda County. In addition, reserve deputies coordinate and control several special events each year such as the Rowell Ranch Rodeo and Parade, and other community-based events.
All members of the Reserve Deputy Sheriffs’ unit have the same level of training as regular deputy sheriffs.

MOUNTED POSSE

The Alameda County Sheriff’s Mounted Posse is a volunteer group assigned to the Office of Emergency Services. The Mounted Posse currently has nineteen members. The Posse provides mounted crime prevention services both at the Alameda County Fair and the Network Associates Coliseum. The Posse also participates in parades in Northern California and train as a mounted drill team.

COMMUNICATIONS TEAM

The Alameda County Sheriff’s Communications Team (ACSCT) is a group of volunteer amateur radio operators providing auxiliary communications to the Sheriff’s Office during emergencies, earthquakes, civil disturbances, and other disasters. The ACSCT is a registered unit of the Radio Amateur Communications Emergency Services (RACES), attached to the Alameda County Sheriff’s Office of Emergency Services.
In addition, the Team provides extra “eyes and ears” to the Sheriff’s Office on the Fourth of July and Halloween. Team members patrol the unincorporated areas of Alameda County to observe and report illegal activities. The Team also provides communications support to the Alameda County Sheriff’s Search and Rescue Team and other volunteer units in the Sheriff’s Office. Participation in the American Radio Relay League (ARRL) Field Day, and provision of communications support at public service events are also activities of the ACSCT. The Team has a weekly net on Wednesdays at 7:00 PM on 147.240 MHz and 444.200 MHz. The Team also meets regularly for training, drills, and exercises.

The mission of the Sheriff’s Office of Emergency Services is to prepare Alameda County to respond efficiently and effectively to emergencies, minimize loss of lives, destruction to property, and damage to the environment, and to ensure the continuity of government services.
