TACTICAL BREACHER

Students MUST be full-time peace officers or active duty military personnel.  All students who are not members of the Alameda County Sheriff's Office must sign a liability waiver.

DESCRIPTION:  Tactical Explosive Breaching is a critical skill every special operations team must master. The Tactical Breacher Course introduces the students to all aspects of tactical explosive breaching through two weeks of intense classroom and field training exercises using real buildings (not simulations).

Students will be introduced to the skills required to execute forced entries into fortified buildings; these skill sets involve the surgical application of explosive and other methods of entry. Procedures for the calculation of the minimum amount of explosive, safe distances, and predicted pressure effects are covered in detail for internal and external detonations. These details validate all charge design and their operational use. In addition, the procedures for planning, briefing tactical team members, and post operation debriefs will be extensively reinforced.

Students shall gain exposure to potential hazards associated with these breaching techniques. Tactical scenarios will be conducted during day and night conditions. Training in misfire and emergency condition tactics will be conducted during night conditions only.

The Tactical Breacher course is designed for:

  • Tactical law enforcement officers with, or without, previous explosives experience
  • Explosive technicians assigned to conduct explosive forced entry, and/or
  • Military personnel who engage in operations where tactical breaching is required.

*At the successful completion of this course, students will take the proctored half day California/Nevada OSHA Blaster's Exam.

Specific Learning Topics Include:

  • Program policies and procedures
  • Tactical situations requiring explosive entry
  • Explosive safety and handling procedures (administrative and tactical)
  • Duties and responsibilities of the breacher team
  • Theory and explosive material properties and terminology
  • Hazards associated with explosives as related to humans and structures
  • Explosive-materials and related tools used during explosive breaching
  • Explosive-range operations and Explosive Range Safety Officer certification
  • Charge construction, design, calculations, and related documentation
  • Data base for charge strength and configuration related to various breach points
  • Tactical firing assembly construction and misfire procedures
  • Mission planning, briefing, execution, and post operation procedures
  • Mission-related tactics and hazards, misfires, and entry denial
  • Day and Night tactical execution

INSTRUCTORS:  Chuck O'Connor has 30 years of extremely unique tactical experience. O'Connor acquired, developed, and implemented cutting-edge tactics in his two decades as a Navy SEAL. O'Connor continues to provide a variety of services to the US Government as a direct contractor, keeping current with the best tactical practices, and their implementation with agency policy and procedures. Teaching at universities and publishing on a regular basis, he is seen as a leader in Counter Terrorism, and has set the field standard in Tactical Explosive Breaching. As President and Chief Tactical Officer of North Vector, Chuck oversees all training, ensuring consistent procedures, and overseeing the implementation of tactical materials and equipment.

Ed Stark has 30 years of law enforcement background. Stark developed an excellent and proven background in a wide variety of assignments in various capacities. Along with a strong record in specialized and highly technical fields, Stark has a solid reputation in the ability to instruct others adapting to the various teaching environments both in the US and abroad. Stark is one of the few lead instructors trained on teaching the O'Connor Breaching System and works closely with O'Connor as they continue to update and refine the system.

STUDENT EQUIPMENT LIST:
Each student will need the following equipment for this course:

  • Passport or Birth Certificate, Police Identification, Drivers License
  • Full tactical equipment and all personal protection items (body armor, boots, tactical uniform with long sleeves, ballistic helmet, eye and ear protection, knee and elbow pads, groin cup, Nomex hood and gloves)
  • Shoulder fire weapon and handgun
  • 150 rounds of ammunition for shoulder fire weapon and 50 rounds for handgun
  • Note taking material (Pad, pen, etc)
  • Texas Instruments TI-30Xa Calculator
  • 6 inch or 6 1/2 inch radius drawing compass
  • Tape measure / 25' - 30'
  • Sunscreen
  • Water containers
  • 35mm / digital camera if you have one available
  • Video camera if you have one available
